The 2025 Report Card for America’s Infrastructure was released on March 25, 2025, at Planet Word Museum in Washington, D.C. Following the release, ASCE held its Solutions Summit with industry leaders and officials from all levels of government to discuss the next steps to ensure America’s infrastructure grades keep rising and the importance of ongoing investment in the systems every American depends on.

Sen. Sheldon Whitehouse
Whitehouse is the Ranking Member of the Senate Environment and Public Works (EPW) Committee and Co-Chair of the Caucus on International Narcotics Control, and also serves as a senior member of the Judiciary Committee, the Budget Committee, and the Finance Committee.
A graduate of Yale University and the University of Virginia School of Law, Sheldon served as Rhode Island’s U.S. Attorney and state attorney general before being elected to the Senate in 2006. He and his wife Sandra, a marine biologist and environmental advocate, live in Newport. They have two grown children.
Rep. Sam Graves
Congressman Sam Graves is a lifelong resident of Missouri’s Sixth Congressional District. As a small businessman and a sixth-generation family farmer, Sam has spent his life working to make Missouri a better place to live, work, and raise a family.
In Congress, Sam serves as the Chairman of the House Transportation and Infrastructure Committee. As Chairman, Sam leads the Committee as it has jurisdiction over all modes of transportation – our aviation system, highways and bridges, transit and rail transportation, pipelines, and maritime and waterborne transportation. Sam’s role in transportation is critical as he works on behalf of Missouri’s 34,000 highway miles and 10,400 bridges in need of maintenance and repair as well as the 6th Congressional District’s two major rivers – the Missouri and the Mississippi.
Sam is also a member of the House Committee on Armed Services. Missouri has a $15 billion military footprint and plays a critical role in ensuring our troops have the resources they need. Sam remains determined to protect Missouri’s various military installations and all of the brave men and women who serve in uniform.
Rep. Rick Larsen
U.S. Representative Rick Larsen is in his thirteenth term serving Washington’s Second Congressional District, which includes portions of Snohomish County and all of Skagit, Whatcom, Island and San Juan counties.
As the lead Democrat on the Transportation & Infrastructure Committee, Rick is focused on making bold, long-term investments in infrastructure to create more jobs and build a cleaner, greener, safer and more accessible transportation network. Thanks to Rick’s leadership, $8.2 billion in Bipartisan Infrastructure Law funding has been invested in Washington state infrastructure as of January 2024, with more than 600 specific projects identified for funding statewide.
Rick is focused on protecting Washington’s environment. He leads efforts to preserve public lands, restore salmon habitat, protect Southern Resident killer whales and migratory birds, and combat climate change through investments in clean energy and green jobs. Larsen supported the Inflation Reduction Act, the largest investment to combat climate change in U.S. history.
Ed Barrett
Ed has more than 15 years of telecommunications experience working with carriers and local communities nationwide. He currently serves as the President of HR Green’s Broadband Business Unit. In this role, Ed has worked with clients across the U.S., ranging from the smallest of small towns to million-plus urban regions who are studying and implementing broadband solutions as a way to enhance the lives of their constituents and grow into the Gigabit Economy. This includes engaging with clients throughout the entire project lifecycle from planning and visioning to design, construction, and deployment. Ed is a sought-after subject matter presenter on broadband and fiber topics at national and regional conferences.
Arlene Bohner
Arlene is head of Fitch’s U.S. Public Finance department. In this role, she leads an experienced, national team responsible for analytical coverage of a wide range of tax-exempt issuers, including state and local governments, hospitals and life plan communities, higher education and nonprofit institutions, public power and water & sewer utilities, and housing authorities. In addition to assigning and maintaining credit ratings, the group is responsible for research and commentary across these sectors, as well as criteria development.
Arlene joined Fitch in 2010. Prior to joining Fitch, Arlene was a principal at MuniPro, a consulting firm providing credit-related services to commercial banks, rating agencies and bond insurers. She also served as vice president and senior credit officer at Moody’s Investors Service, covering tax-supported and revenue-supported credits in the Great Lakes and Northeast regions.
Amy Bunzel
As executive vice president, Architecture, Engineering and Construction (AEC) Solutions, Amy leads product and industry strategy, as well as software development for Autodesk’s AEC design and make solutions including the Autodesk AEC Collection, Autodesk Forma, AutoCAD family, Autodesk Revit, Autodesk Civil 3D, Autodesk Construction Cloud, and more.
With over 30 years of experience innovating software products across the architecture, engineering, and construction, manufacturing and media and entertainment industries, Amy inspires innovative strategy while driving large-scale agile software development around the globe. Amy combines her roots as a start-up co-founder with deep product management knowledge and large-scale product execution expertise to build high-performing teams focused on delivering value to their customers.
Amy transformed the company’s best-selling AutoCAD product to a modern multi-platform offering that serves as the backbone of the company’s subscription business and led a global team in developing and delivering desktop, web and mobile apps that have been adopted by millions of design and engineering professionals worldwide. In her present role, she is building on her track record of modernizing beloved software across Autodesk’s AEC design and make product portfolios.
Before joining Autodesk, Amy co-founded Linius Technologies in 1996. The company delivered wire harness design software to the manufacturing industry. Its technology was integrated with Autodesk’s Inventor 3D mechanical design software when Autodesk acquired the company in 2003.
Jonathan Daniels
Jonathan assumed his position as the new Executive Director of the Maryland Port Administration (MPA) and the Port of Baltimore. Shortly thereafter, he was tested by the unexpected crisis of the Key Bridge collapse, but quickly proved that the Port is in good hands under his steady leadership.
Daniels brings to his position 30 years of port and economic development experience, as well as a cheerful can-do attitude and a vision to not only keep the Port growing but make it a true leader in the maritime industry — all while ensuring that local communities are partners in making the Port’s growth beneficial and sustainable.
Daniels comes to Maryland after serving as Director and CEO at Port Everglades in Broward County, FL, where he led a $3 billion plan to expand business lines in containers, energy and cruise activity. Prior to working at Port Everglades, Daniels was Executive Director and CEO for the Mississippi State Port Authority and oversaw a $570 million expansion and reconstruction project. He also worked for the Port of Oswego in New York and the Eastern Maine Development Corporation.
Kathryn de Wit
Kathryn directs Pew’s broadband access initiative, which works to accelerate efforts to connect millions of Americans to affordable, reliable high-speed internet. In addition to working with policymakers, researchers, and other stakeholders to improve policy outcomes, Kathryn’s work also includes addressing research gaps and bringing together stakeholders for data-driven discussions about how to ensure that every American benefits from universal connectivity.
Before joining Pew, de Wit was an associate with Booz Allen Hamilton, where she focused on broadband deployment, organizational management, and public affairs. She was also a senior fellow with the Heinz Endowments, leading projects on youth philanthropy and community engagement.
Greg DiLoreto
Greg is the past Chair of the ASCE’s Committee on America’s Infrastructure, responsible for ASCE’s Report Card for America’s Infrastructure, a leading indicator of the health of America’s infrastructure. A past president of ASCE and the former CEO of the Tualatin Valley Water District in metropolitan Portland, Oregon, Greg is frequently called on by the national media, Congress, and international organizations to provide insight into the pressing infrastructure issues facing the country. An industry veteran and engineering professional for nearly 50 years, Greg holds a BS degree in civil engineering from Oregon State University, and a master’s degree in public administration from Portland State University. Greg also serves on the boards of several infrastructure advisory committees in the Portland area.
Garrett Eucalitto
Garrett was nominated by Governor Ned Lamont and confirmed by the legislature as Commissioner of the Connecticut Department of Transportation (CTDOT) in January 2023. He serves on the Executive Committee and chairs the Planning Committee of the Northeast Corridor Commission; chairs the state’s Vision Zero Council; sits on the Board of Directors of the American Association of State Highway and Transportation Officials; and serves as the state’s Governor’s Highway Safety Representative.
From January 2020 until January 2023, he served as the Deputy Commissioner of CTDOT. In this role, he oversaw CTDOT’s Bureaus of Finance & Administration, Policy & Planning, and Public Transportation.
Prior to joining CTDOT, he was Transportation Program Director for the National Governors Association (NGA) in Washington, DC. In this capacity, he was responsible for assisting the nation’s 55 governors (states, territories, and commonwealths) in advancing their policy objectives in transportation, including combating impaired driving and improving safety on the roadways, the implementation of innovative financing tools, transit-oriented development, and accelerating electrification of the transportation sector.
Adrien Ford
Adrien currently serves as the Wholesale Market Development Director in PJM for Constellation Energy. In that capacity, Ford manages Constellation’s wholesale policy development and advocacy in the PJM region to ensure outcomes that are aligned with Constellation’s business strategy. Ms. Ford works closely with the various business units within Constellation to understand the needs of the corporation and how market policies can be shaped to further Constellation’s clean, reliable, and affordable electricity goals. Ms. Ford has worked in the electric power industry for 25 years, and in that time developed an understanding of market dynamics in both regulated and deregulated energy markets in the United States and Europe. Ms. Ford holds a Bachelor of Mechanical Engineering with a Thermal Systems Emphasis and a Certificate in Marketing from the Georgia Institute of Technology.
Bill Hanson
Bill is the Senior Vice President – Market Development for Great Lakes Dredge and Dock. He is a 44 year veteran of the dredging and maritime construction industry, Bill has been with GLDD for 34 years and a Vice President since 2004. In 2013, he opened GLDD’s first office in Washington DC. Bill began his career with the US Army Corps of Engineers in Galveston and Los Angeles, and then worked for Connolly Pacific of Long Beach, California before joining GLDD in 1988. At GLDD, he served in management roles in the North Atlantic and Southern Divisions as well as managing Latin America for 12 years.
Bill serves on several Federal Advisory committees as well as on boards of groups with national and regional interest to GLDD, and several academic advisory boards related to ocean and coastal engineering. He is a 1979 Ocean Engineering graduate of Texas A&M, where he was named a distinguished alumni in 2013.
Tamarah Holmes
Tamarah Holmes, Ph.D., is the director for the Office of Broadband at DHCD and has been in the role since September 2019. She has spent over 20 years in the public sector in the field of community and economic development in New York, New Jersey, and Chesterfield, Virginia. Dr. Holmes has played an instrumental role in the creation of the Virginia Telecommunication Initiative (VATI), leading the development of the program that has grown from a $1 million to a $750 million appropriation since 2017. She is responsible for coordinating efforts across the Commonwealth to invest an additional $1.48 Billion in federal funds from the Broadband, Equity, Access and Deployment (BEAD) program and $18 million in Digital Equity State Capacity program allocated under the Bipartisan Infrastructure Law to close the digital divide. In addition to serving as director, she serves as the Virginia Appalachian Regional Commission (ARC) program manager, overseeing ARC’s economic and community development programming in 25 counties and 8 independent cities in the Appalachian region of Virginia.
Aftab Khan
As a member of PJM’s Executive Team, Aftab works closely with PJM’s CEO, other Executive Team members, and the Reliability & Security Committee of the PJM Board to coordinate PJM’s grid operations and transmission planning, ensure both cybersecurity and physical security for the organization, and oversee business continuity efforts.
AHe previously served as Senior Vice President of Engineering with Eversource Energy, the utility serving 4 million customers in Connecticut, Massachusetts and New Hampshire, where he led an engineering organization of over 1,000 people focused on transmission and distribution system planning, asset management, engineering, grid modernization, operations technology, control room support and vegetation management.
He also previously worked with GE providing oversight to Grid Solutions in North America. Prior to that, Khan spent 24 years with ABB in a variety of roles, including Senior Vice President – Power Transformers, North America; President – Power Systems Division, Saudi Arabia; and Senior Vice President – Grid Systems, North America.
Ray LaMura
Ray is President of the VCTA – Broadband Association of Virginia, the state trade association representing Virginia’s broadband and cable industry. Ray’s principal responsibilities are representing Virginia’s broadband and cable industry before members of the Virginia General Assembly and the United States Congress. Ray is also a board member of the Virginia Telehealth Network.
Maria Lehman
Maria is GHD’s Infrastructure Market Leader for the United States, as well as a Principal and shareholder and serves on the company’s U.S. Board of Directors. She was the former COO and Acting Executive Director of the New York State Thruway Authority and Commissioner of Public Works for Erie County, NY, as well as many private sector roles. She has over 40 years of diverse, increasingly responsible, multi-disciplinary technical and leadership experience, both in the private and public sectors. She received her BS in Civil Engineering at the State University of New York at Buffalo, Magna Cum Laude, and is a licensed Professional Engineer in several states. Maria also has a certificate in Board Governance, from the Wharton School of Executive Management.
Maria was the 2023 President of ASCE. She has been the Vice Chair of President Biden’s National Infrastructure Advisory Council (NIAC) since 2022. Maria also serves at the Legislative Chair for ACEC–NY. Maria has won numerous awards including the ASCE President’s Medal, ASCE Lifetime Achievement Award for Service to the Profession in Region 1, National Edmund Friedman Young Engineer Award, State University of New York at Buffalo’s School of Engineering Alumna of the Year, New York Governor’s Award for Excellence in Business and the New York State Society of Professional Engineers Engineering Manager of the Year. In 2022, Maria was inducted into the National Academy of Construction.
Otto Lynch
Otto has over 36 years in electrical substation, transmission, and distribution line design and construction on projects around the world. He currently holds the position of Vice President and Head of Power Line Systems at Bentley Systems. Prior to the acquisition, he served as President and CEO of Power Line Systems. Otto is a registered Professional Engineer and an active member of many ASCE, IEEE, and ANSI technical committees related to the overhead power line industry. Otto was honored in 2012 by receiving ASCE’s Gene Wilhoite Innovations in Transmission Line Engineering Award and inducted as a Fellow in ASCE’s Structural Engineering Institute and a Fellow in ASCE. Otto was also the 2022 recipient of the ASCE Walter P. Moore, Jr. Award in recognition of his dedication to and technical expertise in the development of structural codes and standards.
Nathan Macek
Nathan has more than 20 years of experience applying innovative approaches to budgetary challenges faced by public agencies. He assists infrastructure owners in evaluating funding options and developing strategies to secure grants and other funding. He has developed financial models to evaluate funding, alternative project delivery and financing for rail, transit and highway projects in the U.S., Europe, Caribbean and Middle East. He has prepared financial plans for more than 10 major projects and was awarded federal grants totaling $12 billion.
Nathan contributes to advancements in the industry as an author of multiple papers focused on transportation finance and policy topics. As infrastructure finance director, Nathan develops and coordinates HDR’s domestic and international strategies for funding and financing-related advisory services. Services include financial feasibility assessment, financial planning and cash flow analysis, funding analysis, funding and grant strategy development, long-range financial planning, New/Small Starts and Core Capacity planning, privatization studies, public-private partnership strategy development, real estate finance, pricing analysis, tolling finance and value capture analysis.
Michael Miller
Over the past 33 years, Michael has accumulated extensive experience in the design, fabrication and full-scale testing of latticed steel towers, tubular steel poles, telecommunication structures and substation structures. His previous positions included work in the U.S. Department of Energy-Bonneville Power Administration and subsequently with SAE Towers. Mr. Miller has been the design Engineer of Record for transmission line infrastructure projects across 25 U.S. states and 4 Canadian provinces. He has also provided expertise in the development of high voltage transmission line structures in Central America, South America and Southeast Asia.
Michael is an active member of the American Society of Civil Engineers (ASCE) participates in industry committees as well as the development of many of the industry Manuals of Practice and Standards. He has been appointed as the chairman of the new ASCE-SEI Structural Loading Standard Committee. He has developed patents and has published many industry technical papers.
Traci Minamide
Traci joins CDM Smith after serving the city of Los Angeles, California at LA Sanitation and Environment (LASAN) as Chief Operating Officer. In that role, she provided executive leadership over the operations and management of various LASAN programs including wastewater treatment, conveyance, water recycling, watershed protection and solid resources. Her broad portfolio of experience includes supporting the expansion of Los Angeles’s Recycled Water Program. Her contributions include the $4.5 billion Hyperion 2035, a plan that initiates the mayor’s goal to recycle 100% of the city’s wastewater by 2035 to create a local water supply.
Traci has a bachelor’s in civil engineering from California State Polytechnic University–Pomona and a master’s in civil engineering from Loyola Marymount University. She is a former President of the California Association of Sanitation Agencies (CASA) and a former Chair in the CASA Legislative Committee. She served on the California Advisory Panel for Direct Potable Reuse (DPR), working with treatment agencies, water purveyors, NGOs and the public to advise the State Water Resources Control Board on advance treatment of wastewater for DPR. In addition, she is a Board Member of Clean Water So Cal, a member of the National Association of Clean Water Agencies and a member of the American Public Works Association. For all her accomplishments, she was recognized with the Asian American Architects and Engineers Leadership Award.
Joe Oliver
Joe leads the Infrastructure & Financial Advisory Offering within Deloitte Financial Advisory Services. His teams advise government agencies in developing and implementing solutions to improve global and U.S. infrastructure and energy security, resilience, reliability, and sustainability. Joe supports clients to achieve their goals and mission requirements through program management, project development, transaction support, access to financing, policy and strategy development, utility governance, financial modeling, and supply chain security. He provides technical expertise related to renewable energy technologies, extractives and critical minerals supply, power market design, power generation, transmission systems, gas sector development, and climate risk management. Joe previously served as Lead Business Partner for the U.S. Department of Energy and serves clients including the U.S. Departments of State and the Interior, the U.S. Navy, and the U.S. Agency for International Development. He has led projects across the U.S. and in 30+ countries throughout Africa, Asia, the Caribbean, Central Europe, and Latin America. During his 20+ year career, Joe has facilitated more than $10 billion in public and private financing to enable public infrastructure projects.
Jon Phillips
Jon joined GIIA as Director, Corporate Affairs in September 2016 with a brief to develop and implement its communications strategy and to extend its membership base. Between 2005-2016, he was Communications Director for the Nuclear Decommissioning Authority, a UK government agency established to run the £3 billion a year nuclear clean-up program. Prior to that, Jon spent 12 years at airport operator BAA Heathrow which included leading on communications for the £4.2 billion T5 project during its planning and construction phases.
Kishia Powell
Kishia is a dynamic force in the global water sector with 25 years of experience in both the public and private sectors across the U.S. and London, England. She leads a team of 1,680 strong and manages the day-to-day operations of the largest water utility in Maryland – the 8th largest in the country – and ensures water and water resource recovery services are safely provided to 1.9 million customers throughout a 1,000-square-mile service area.
Kishia serves on the board of the National Association of Clean Water Agencies, (formerly as President), representing over 400 clean water agencies across the country. Mayor Brandon Scott appointed her to serve on the Baltimore Water Governance Task Force. She also serves on the Morgan State University School of Engineering Executive Council and the Montgomery County Chamber Board and was appointed to serve on the GSA Green Building Advisory Council. In May 2023, the Maryland Society of Professional Engineers honored her with the Industry Icon Award.
Before being selected to lead WSSC Water, Kishia served as DC Water’s Chief Operating Officer and Executive Vice President, where she championed several initiatives, including a focus on operationalizing equity and environmental justice. She provided oversight for DC Water’s 10-year $6.4 billion capital improvement program and led the implementation of workstreams under the utility’s strategic plan imperative for reliability. While at DC Water, Kishia had the honor of testifying before both houses of Congress in support of water sector funding and the Infrastructure Investments and Jobs Act, known as the Bi-partisan Infrastructure Law with historic federal water funding levels. In September 2023, she was invited to return to the Senate Environment and Public Work Committee to provide testimony on the BIL implementation and progress.
Anna Pridmore
Anna and the Water Infrastructure Team are focused on developing solutions that make critical pipelines, water storage and treatment systems stronger and last longer. Anna has industry-leading civil infrastructure rehabilitation experience helping clients with options analysis, technical support, engineering, specifications and project oversight. She has provided technical assistance on hundreds of pipeline upgrade projects for nuclear, fossil, industrial and municipal clients worldwide. She specializes in asset management program support for nuclear power plants and municipal water/wastewater agencies, and leads a technical team that provides clients with the design, construction and maintenance for pipeline rehabilitation and new prestressed water storage and treatment structures.
Barry Schoch
Barry Schoch rejoined KCI in 2017 as senior vice president and discipline manager for construction management and transportation design in the northeast region of the U.S. In this role, he is responsible for leading the firm’s business development efforts and engineering operations for highway, bridge and traffic projects in Pennsylvania, Maryland, Delaware, and Washington, D.C. He also served as the secretary of the Pennsylvania Department of Transportation for four years.
Barry earned his bachelor’s degree in civil engineering from Pennsylvania State University and is a registered professional engineer in multiple states. He is extremely active in numerous professional associations including the American Society of Civil Engineers, the Pennsylvania Highway Information Association, the American Council of Engineering Companies of Pennsylvania, the Design Professionals Coalition, and the American Society of Highway Engineers.
His dedication to the industry and region has been formally recognized by multiple organizations. Accolades include the American Society of Highway Engineers Robert E. Pearson Person of the Year Award, Pennsylvania State Association Townships Supervisors’ Founders Award, Pennsylvania Highway Information Association Advocate of the Year Award, Greater Valley Forge Transportation Management Association Leadership Award, and Engineers Society of Western Pennsylvania William Metcalf Award.
Paul Skoutelas
Paul is president and chief executive officer of the American Public Transportation Association (APTA). His entire career has been in public transportation, serving in both the public and private sectors.
Paul is a champion for the power of public transportation to create personal and economic opportunities for all and to connect and build thriving communities. He testifies often before Congress and is a frequent speaker on public transportation issues as APTA leads the industry’s transformation in the new mobility era.
Prior to joining APTA in 2018, he served as senior vice president for WSP USA, one of the world’s largest architectural and engineering firms and national director of WSP USA’s Transit & Rail Technical Excellence Center. He also was chief executive officer at the Port Authority of Allegheny County (PAT), Pittsburgh, Pennsylvania, and the Central Florida Regional Transportation Authority (LYNX), Orlando, Florida.
Joseph Spadea
Joseph serves as an Associate Vice President for the DC Transportation Region and Pennoni FX Studios Visualization Practice Lead. Joe is a Senior Bridge Engineer and Project Manager with over 20 years of transportation design and design visualization experience. He has participated in the design and finite element modeling and analysis of major river crossings. Joe works closely with our bridge design team and has assisted in pioneering the use of BIM for bridges including the first-ever application of BIM for Bridges for the District Department of Transportation. He is frequently involved in preparing context sensitive designs for high-profile bridge projects featured in industry news and trade media.
As leader of Pennoni FX Studios, he is experienced with 3D data integration including Digital Twins and GIS, High-Definition Laser Scanning, Virtual Reality and 3D aerial photography and mapping. He has managed over 500 visualization projects to date. Mr. Spadea oversees the development of presentation materials, 3D renderings, animations, XR and gamification for projects, concepts, virtual public meeting spaces, visual impact assessments and public involvement efforts. Joe works with this team to deliver stunning, high quality 3D computer visualizations for our clients.
Joe is a graduate of Villanova University (BS, Civil Engineering) and earned a master’s degree (MS, Engineering) from the University of Texas at Austin. Joe serves on the ACEC/MW Transportation Committee and is friends of TRB AJE40 Committee on Public Engagement and Communications as well as TRB AED80 Visualization in Transportation.
Kristina Swallow
Kristina is an Assistant City Manager for the City of Tucson, where she plays a pivotal role in enhancing urban development and community services. With over three decades of experience in engineering and management, Kristina is committed to creating innovative solutions that improve the quality of life for residents.
In her current position, Kristina oversees a range of departments, focusing on infrastructure, urban planning, and economic development. Her leadership has been instrumental in implementing programs that improve customer service, streamline city processes, and promote sustainable growth.
Kristina holds a bachelor’s degree in civil engineering from University of Arizona and a master’s degree in civil engineering from University of Nevada, Las Vegas. She is a member and served as the 2018 President of the American Society of Civil Engineers (ASCE).
Jason Terreri
Jason is a seasoned industry veteran with more than 15 years of senior airport management experience. He previously served as the Senior Operations Project Director for Airports Worldwide, Inc., as well as leading Air Service Development in Sanford, Florida.
Prior to his tenure with Airports Worldwide, Inc., Jason was the Assistant Director of Airports for the Horry County Department of Airports in South Carolina. Jason also spent nine years at Hartsfield-Jackson Atlanta International Airport in various business development, properties, and operations roles.
Jason is a licensed commercial pilot and former flight instructor. He graduated from the Florida Institute of Technology with a degree in Aviation Management, and received a Master’s degree in Public Administration with a concentration in Aviation Policy from the University of Nebraska.
